Tremaine Consulting Group works extensively in the health care safety net in California focused on expanding access to care for low-income individuals. Our primary clients include counties that deliver health care services and are Section 330 grantees or LAL, community health centers, and rural health networks or organizations looking to develop a network.
Under the direction of Eileen Tremaine, MPA, Tremaine Consulting Group assembles a team of independent professionals who area able to provide comprehensive FQHC and safety-net consulting services including all aspects of a compliance program.

President and Founder
Eileen Tremaine
Eileen Tremaine, MPA, Principal/Consultant, has over 25 years of progressive health care experience including Federally Qualified Health Center management, Corporate Compliance program development and management, HIPAA program management, multi-agency collaborative program development, and over $40 million in direct grant awards.
Eileen is a highly skilled FQHC consultant with almost 20 years of FQHC site management, compliance, and grant programs experience. In addition, Eileen currently serves as a contract grant manager for an Orange County, California FQHC and oversees all aspects of the organization’s FQHC program.

Over twenty-five years of experience in the health care field working health centers, health networks, and hospitals.
Federally Qualified Health Center Subject Area Expert – Program compliance and new-new start development for all Section 330 grantees, including special populations.
Strategic Planning and Board Trainer for non-profit health care organizations.
Certified Community Behavioral Health Center, Health Center Controlled Network – Federal Funding Secured
Program and Resource Development – Program development and planning; federal, state, county and private foundation grant development.
Collaborative Development – Provide administrative and strategic support to new start collaborations.
Grant Reviewer – Review grants for the U.S. Department of Health and Human Services (HRSA) and the Centers for Medicare and Medicaid Services (CMS).
Emergency Preparedness/Community Resiliency – Staff training; plan development; volunteer management; exercise design, facilitation, AAR/IP; policy and procedure development with integration into the Operational Area planning.
